The US Postal Service issued this Virginia commemorative as part of a series honoring the bicentennial of the ratification of the constitution. Virginia was the 10th state of the original 13 colonies to ratify the document, on 25 Jun 1788. Issued in 1988, these 25-cent stamps can still be used to pay postage on current mail (using additional postage as needed to make up the current first-class rate). These stamps are unused with full gum on reverse; however, due to the age of the stamps, we recommend use of a damp sponge instead of licking the back, or we might recommend using a dab of a permanent glue stick before mailing.
